C. GENERAL LAND USE POLICIES: <br />The City Will: <br />] r Continue to be developed in accordance with a Comprehensive Plan for land use, <br />housing, transportation, and community facilities. Where possible, all future <br />developmentwill reflect the major proposals of the Comprehensive Plan. Wherever <br />possible, the plan will be related to and aligned with the plans in neighboring <br />communities, the I-35W 7 City Coalition, and with the most current Metropolitan <br />Council plans and blueprints. <br />2. Maintain a Comprehensive Plan to reflect the ma�mum potential of undeveloped <br />properties consistent with good planning and development practices. This includes <br />the following activities: <br />a. Review and amend the Comprehensive Plan, annually if possible, to ensure <br />its usefulness as a practical guide to current and future development (but at a <br />minimum every 10 years); <br />b. Adhere to the Plan as closely as possible to ensure consistent development <br />policy; <br />c. Consider changes to the official zoning map based on the Plan only after <br />submission of a Commission special study or after appropriate review of a <br />specific developmentproposal; and <br />d. Establish time frames for accomplishingmajor actions identifiedin the <br />Comprehensive Plan. <br />�. Emphasize quality design, innovative solutions, environmental protection and <br />aesthetic appeal in community development through the adoption and use of site <br />design standards, guidelines, and other criteria. <br />�. Create adequate transitions and buffering between incompatible land uses by <br />strengthening or establishing standards in the zoning ordinance. <br />i. Plan for balanced land use development of the community to maintain and improve <br />Roseville's image as an attractive place in which to live, worl�, and play. <br />fi. Encourage quality business and industrial development where such business and <br />industry contributes to the high social, economic, and aesthetic level of the <br />community. <br />�. Encourage the use of energy saving devices and energy efficient buildings and <br />construction techniques. <br />
