� Consider adoption of a solar access protection ordinances as more guidelines <br />become available. <br />�. Encourage development and planning of land to provide necessary public access to <br />surrounding properties. <br />��. Enforce City ordinances to ensure: a) protection of lives, health, and property; and b) <br />development consistent with the Comprehensive Plan. <br />L 1, Promote a balanced tax base by: a) encouraging quality residential developmentin <br />established neighborhoods; and b) encouraging intensive quality development of <br />non-residentialprojects in appropriate areas as gtuded by the ComprehensivePlan. <br />��� Where economically feasible, cooperate with other governmental agencies and the <br />private sector in planning and developing joint services or facilities which avoid <br />unnecessary duplication. <br />I 3. Provide for maintenance and adopt standards for further protection and <br />enhancement of natural ecological systems including lalces, natural and man-made <br />storm water ponding areas, aquifers, and drainage areas. Consider using the Model <br />Ordinances and Best Management Practices published by the State or designated <br />area-wide planning agencies, whichever is more protective of the resource, especially <br />in redevelopment situations. <br />l�. Encourage aesthetically pleasing utility systems and public structures to minimize <br />adverse visual impacts on the City. Require new utility systems to be placed <br />underground where possible, and screening of utilities which must be located above <br />ground. <br />a�- Encourage underground drainage systems in existing fully developed areas; require <br />on-site treatment ponding where prudent, and regional ponding elsewhere. Establish <br />a surface water managementplan that establishes standards consistentwith the three <br />watersheds. <br />16. Provide for and encourage opportunities for citizen participation of al I levels of <br />planning and review. Encourage balanced representation on the Planning <br />Commission. <br />�?. Consider the use of a Planning Study moratorium only as a last resort to reduce <br />potential land use conflicts. <br />] S. Protect and enhance lalceshore and wetland within all development and <br />redevelopment projects. <br />
