�,� REVIEW of PROJECT: <br />�. ' The proposal by United Properties consists of a 33 unit, 3 story condominium structure <br />with underground parking and other site improvements on 3.15 acres on the � side of <br />Fulham Street. <br />�.? West across Fulham Street is the second phase of the development project, which was <br />conceptually approved for 6 town homes. The western parcel is approximately 1.06 <br />acres. <br />�. 3 The full development area consists of approximately 4.2 acres of which roughly 1 acre is <br />occupied by a non-DNR wetland and ponding for the previous clubhouse and parking lot <br />improvement. <br />�. � To the south of Roselawn Avenue are the cities of Lauderdale and Falcon Heights. Their <br />north-south boundaries meet at Fulham Street. The adjacent land uses include the <br />Midland Hills golf course and club house (approximately 155 acres) to the north, a 73 <br />acre community park (Lauderdale) and the 141 acre U of M Golf Course (Falcon Heights) <br />to the southeast, 3 residential properties to the west, and 5 eastern residential properties. <br />�_� Roseville's policy has been to use site-specific Planned Unit Development (PUD) <br />zones and development contracts in redevelopment areas with mixes of uses. <br />Midland Hills and its mixed residential uses will be a PUD zone, specific to the 4.2 <br />acre development site. <br />PUBLIC INFRASTRUCTURE: <br />�.� The proposal for the condominium does not rec�uire anv new �ublic infrastructure. <br />However, there is an existing sanitary sewer, water main and storm sewer that must be <br />relocated and their easement vacated. The sewer lines will be reconstructed within a <br />newly dedicated easement. United Properties is also proposing to relocate the sanitary <br />sewer lift station from the west side of Fulham Street to the north east portion of the <br />condominium lot, which will require an additional easement and the approval of the <br />Public Works Department. <br />�� Fulham Street (32 foot wide roadway in a 66 foot wide right-of-way) has adequate width <br />to support the project and the Country Club. (Fulham Street connects directly to a county <br />collector street — Roselawn Avenue). The proposal would eliminate the existing <br />landscaped median to create a typical local street. <br />�. � Sanitary sewer and water lateral extensions to serve the 33 unit condominium have been <br />designed to adequately serve these structures and feed into existing City trunk lines. The <br />final design of these utilities must be submitted to the Public Works Department for <br />review and approval. <br />•�- <br />
