4.8 The remaining utilities, such as electricity, cable, telephone, and natural gas, will be <br />designed and coordinated through the Public Works Department to be underground, and <br />utilize a j oint trenching system where applicable. Further, all transformers must be <br />identified on a plan, prior to final approval, so that adjustments to proposed locations can <br />be evaluated in order to eliminate possible unsightly locations. <br />CONDOMINIUM: <br />4.9 The condominium consists of 33 units in a three story structurethat is generally situated <br />in the center of the 3 acre parcel with vehicular access from Fulham Street. <br />4.10 The "Final Development Plan" has established setbacks as follows: A north (side yard) <br />setback of 310 feet (varies from 90 feet to 100 feet); an east (rear yard) setback of 100 <br />feet from the adjacent residential properiy; a west (front year) setback of 80 feet from <br />Fulham Street; and south (side yard adjacent a street) setback of 60 feet from Roselawn <br />Avenue. <br />4.11 Vehicles will enter the condominium from two locations. Residents enter the site from a <br />northern access, directly into the underground parking area. Visitors enter the site from a <br />center access into the 20 stall surface parking lot. The parking lot was revised from the <br />"concept" (13 spaces) to the "final" to include 7 additional spaces. The parking lot has an <br />estimated setback from the properiy line adj acent to Fulham Street of 5 feet. <br />4.12 The condominium structure will be that of an "art & crafts" design, with stone and stucco <br />the predominant material and have an overall height of roughly 52 feet to the peak of the <br />roof. Each unit will has ample windows and a patio or deck. <br />OTHER IMPROVEMENTS: <br />4.13 The proposed development seeks to change the configuration and relocate two portions of <br />a low-grade wetland along the northeast and southeast corners of the condominium and <br />one wetland in the northwest corner of the west (town home) parcel. All runoff from the <br />paved and landscaped area adjacent the building will be collected into an infiltration <br />basin (newly added at the request of Rice Creek Watershed) and collected in the storm <br />sewer system, which is then conveyed to the NURP treatmentponds that are located on <br />the southernportion of the site. The final storm sewer managementplan for this <br />development proposal (including the west parcel) must be reviewed and approved by Rice <br />Creek Watershed, and the Roseville Public Works Department. Plans have been <br />submitted for review and comment to both agencies. <br />4.14 A 5 foot wide sidewalk is proposed within the 66 foot wide right-of-way of Fulham <br />Street, form Roselawn Avenue to a point approximately 75 feet into the Country Club <br />parking lot. Fulham Street is a public street far the first 660 feet, terminating at the <br />Midland Hills Country Club parking lot. <br />a3. <br />
