10. Enforce City ordinances to ensure: a) protection of lives, health, and property; and b) <br />development consistent with the ComprehensivePlan. <br />11. Promote a balanced tax base by: a) encouxaging quality residential development in <br />established neighborhoods; and b) encouraging intensive quality development of non- <br />residentialprojects in appropriate areas as guided by the ComprehensivePlan. <br />12. Where economically feasible, cooperate with other governmental agencies and the private <br />sector in planning and developing joint services or faciliries which avoid unnecessary <br />duplication. <br />13. Provide for maintenance and adopt standards for further protection and enhancement of <br />natural ecological systems including lakes, natural and man-made storm water ponding <br />areas, aquifers, and drainage areas. Consider using the Model Ordinances and Best <br />Management Practices published by the State or designated area-wide planning agencies, <br />whichever is more protective of the resource, especially in redevelopment situations. <br />14. Encourage aesthetically pleasing utility systems and public structures to minimize ad�erse <br />visual impacts on the City. Require new utility systems to be placed underground where <br />possible, and screening of utilities which must be located above ground. <br />15. Encourage underground drainage systems in existing fully developed areas; require on-site <br />treatment ponding where prudent, and regional ponding elsewhere. Establish a surface <br />water management plan that establishes standards consistent with the thtee watersheds. <br />16. Provide for and encourage opportunities for citizen participation of all levels of planning <br />and review. Encourage balanced representation on the Planning Commission. <br />17. Consider the use of a Planning Study moratorium only as a last resort to reduce potential <br />land use conflicts. <br />18. Protect and enhance lakeshore and wetland within all development and redevelopment <br />proj ects. <br />Subsection III. ResidentialAreas <br />A. VISION STATEMENT <br />Roseville shall be a community with an appropriate balance of attractive, safe, well <br />maintained housing alternatives. These alternatives shall be available without <br />discrimination in appealing, well kept, crime deterring neighborhoods. Each <br />neighborhood shall have appropriate City services, parks, and open space located in an <br />environment that provides adequate educational, occupational, and spiritual opportunities. <br />B. RESIDENTIAL GOALS <br />1. Achieve a flexible balance of different types of housing alternatives (choice) that will meet <br />the life cycle needs of residents. Through careful use of the little remaining land in <br />Roseville identify and maintain the existing balance (or at least the same percentages) of the <br />residential land use acreage throughout the community. <br />-�- <br />
