2. Identify stable single family areas and protect them. Preserve the integrity of existing single <br />family neighborhood by prohibiting the intrusion of incompatible uses. <br />3. Preserve residential areas (as currently designated on the City land use plan) which have at <br />least 4 of the 6 items listed: <br />a. adequate lot sizes for current homes; <br />b. an average building value for the area equal to or above the city average per unit <br />value; <br />c. meet or exceed the structural requirements of the building and maintenance codes; <br />d. required public infrastructure (utilities, roads and sidewallcs, and storm water <br />drainage and ponding systems in place and functioning; <br />e. an identifiable residential neighborhood unit of 20 or more residences defined by <br />physical boundaries (streets, railroad or utility right-of-ways, etc.) or landmarks <br />(schools, libraries, churches, parlcs, open space, etc.); and <br />f. a common architectural design or aesthetic treatment. <br />4. Promote neighborhood enhancement. Maintain and develop close knit neighborhoods for <br />single and multi unit dwellings. Create neighborhood and community identity and scale; <br />and improve community visual/aestheric effect. <br />5. Encourage maintenance of existing housing and property. Upgrade current homes and <br />property to meet "move up" housing needs. Consistently upgrade residential amenities, <br />infrastructure, and other necessities to maintain and improve property values. <br />6. Park and open space are valuable assets to our residential areas. Guide residential <br />development locating it adjacent to the City Park and Open System. <br />�_ RESIDENTIAL POLICIES <br />The City will: <br />1. Adopt flexible standards for new single family and multi-family housing developments to <br />allow for innovative development and more efficient densities. It is not the goal of the City <br />to significantly increase overall residential densities. <br />a. Encourage higher quality rrii��ed developments by allowing planned unit <br />developments as guided by the goals, policies, and performance standards of the <br />community with more dedication of parlc and open space. <br />b. Where feasible or practical, integrate neighborhood oriented retaiU service <br />businesses (within walking distance) into the rrii��ed used project. Consider such <br />rriixed use developments in areas where change is already underway, for exa�nple at <br />the Twin Lalces and Center Pointe areas, and at Hamline Center. <br />-�- <br />
