City Council Regular Meeting — 08/23/04
DRAFT Minutes - Page 18
incremental.
ii. Demographics/Density
In addition to more-detailed demographic information,
Mr. Welsch shared that the City's housing units
totaled 15,600, with 8,500 of those single-family
detached, and 7,100 multi-family; were 70% owner-
occupied; represented 36% of home owners without
mortgages; and 52% of single-family owners over the
age of 45 years.
Mr. Welsch shared additional demographics indicating
that 62% of the City's housing units are ramblers; 70%
had not applied for or received a permit for renovation
within the last 10 years; 75% had three or fewer
bedrooms; 20% had four bedrooms; and 25% had one
stall or no garages at all.
iii. Multi-family Housing Study
During discussions, a DRAFT report entitled, "A
Report on Multifamily Housing in the City of
Roseville," dated August 2004, and prepared by the
City of Roseville and the Roseville Housing &
Redevelopment Authority was referenced.
Ramsey County Commissioner Wiessner requested
more detail on what standard or goal the City had in
improving multi-family housing units, and the number
affected.
Mr. Welsch advised that it was the City's goal to bring
those units up to current building code, noting that
many units were built in the 1960's and were not up to
code as far as mechanical or electrical systems or
windows.
Further discussion included the City's need to compete
with second or third ring northern suburbs for younger
families trading commutes for lower-cost and larger
housing for their money (i.e., more garage stalls).
Demographics &
Density
Multi-family
Housing Study
