City Council Regular Meeting — 08/23/04 DRAFT Minutes - Page 19 Mr. Welsch noted the need for the City of Roseville to "sell" its quality of life to those young families. Jeanne Kelsey, HIZA, spoke to the proximity of the City of Roseville to the University of Minnesota, creating a place for "temporary housing." Mr. Welsch concurred with Ms. Kelsey's observations, noting that was a positive, as well as a challenge for the community. Mr. Welsch noted the results of studies on multi-family housing, with increases in tenant complaints about living conditions and code enforcement issues; perception that single- family units are becoming rental units, whether supported in reality or not; and the City's current lack of authority to inspect rental units for code violations. Mr. Welsch provided additional pictures to support those observations. iv.
