City Council Regular Meeting — 08/23/04 <br />DRAFT Minutes - Page 21 <br />➢ Decreasing enrollment in both local school <br />districts — loss of young family housing <br />➢ College student housing and parking issues <br />➢ Single-family detached non-homestead situations <br />➢ Public infrastructure maintenance <br />Discussion included research performed by the school <br />district and negative impacts to students based on the more <br />transitions required of those students when not prepared for <br />(i.e., military families saw less impact); frustrations of <br />teachers when in a given school year they may have 30 — <br />35 in transition and dealing with the instability of families <br />and academic achievement; low-income, first generation <br />Americans and communication and income issues; <br />nutrition concerns; adult-support or supervision impacts <br />for high-risk students; required additional outreach <br />programming for multi-family units with high turnover; <br />recent Ramsey County study completed, with over 1,000 <br />children in Ramsey County daily who are considered "out- <br />of-home placements" and risk factors identified (i.e., in <br />70% of the cases, a major factor was a change in housing in <br />the last year); family troubles exacerbated by housing <br />issues; public safety issues (calls for service per capita <br />higher in multi-family units); creation of the City's crime- <br />free multi-housing program to assist landlords in various <br />issues; increased rental of single-family, marginal homes; <br />and over-extension of families in purchasing homes (i.e., <br />no food or furniture). <br />TOOLS AND COSTS/REVENUES <br />� Rental Licensing <br />� Housing Maintenance Code <br />➢ Sale of City Property <br />� Incentives <br />� Public Information <br />Carolyn Olson, of the Greater Minnesota Housing <br />Corporation, spoke about some of the resources available <br />and being implemented by her organization (i.e., purchase <br />of homes at market rate, and sold for less than their value <br />with the GMHC rehabilitating the homes to bring them up <br />to code, and offering second mortgages with various <br />options). <br />TOOLS AND <br />COSTS/ <br />REVEN UES <br />
