Housing Plan and Programs — What has been <br />accomplished? <br />Ms. Bennett reviewed annual goals and <br />accomplishments since 2002, using the Housing Plan <br />from programs developed in the Comprehensive Plan <br />and Vista 2000; and summarized those goals. <br />Ms. Bennett made special note of the Applewood <br />Court Homes for first time homebuyers; the Public <br />Service Employee Program with a survey of Police <br />and Fire employees; and specific marketing to those <br />employees and Roseville Area teachers. <br />iv. Levy — Purpose, Need and Impact on Residents <br />Ms. Bennett reviewed the proposed 2005 HRA budget <br />options and the levy process identified under <br />Minnesota Statute; benefits to Roseville through the <br />HRA's funding sources and networking; as well as the <br />challenges presented by code deficient properties and <br />deteriorating multi-family complexes (i.e., property <br />values and increased complaints); increased student <br />housing and implications (neighborhood perception; <br />taxing status; public safety and parking issues); and <br />proposed tools to address several of those issues. <br />Solutions identified by staff and the HRA included a <br />detailed discussion of issues and tools (resources) <br />available; and a determination of the level of HRA <br />levy to support tbrough current or additional <br />programs. <br />Current and Future Housing Challenges <br />ISSUES <br />� Deteriorating Multi-family Complexes <br />Housing Plan and <br />Programs — What <br />has been <br />accomplished? <br />Levy — Purpose, <br />Need and Impact <br />on Residents <br />Current and <br />Future Housing <br />Challenges <br />ISSUES <br />
