City Manager Beets addressed some issues related to the Community Development Department budget based on State Statute and Building Permit fee applications and uses; the delay in the decision to raise fees and when those revenues could be realized in accordance with State Statute; and the existence of the Departments Reserve Fund to stabilize the department. Mr. Beets explained his rationale for recommending the transfer of the GIS Coordinator from the Community Development to the Information Technology Department to relieve that stress from the Community Development Department. City Manager Beets noted that, at the September 13, 2004 meeting, the Council would be considering approval of the City's lOth Joint Powers Agreement (JTPA) for IT services, which would further support transfer of this position into that department, and provide another potential area for service to those Cities utilizing the City of Roseville's IT services. Mr. Beets noted the similar success in 2004 when Finance Director Miller had transferred a position from the Finance Department to the License Center that was offset by additional fees. City Manager Beets noted that the Community Development Department could be subsidized by tax revenues (i.e., HRA Levy) by bringing the HRA under the umbrella of the Community Development Department, but that policy decision would increase the pressure on and impact to the levy. Councilmember Schroeder expressed concern in moving the GIS position from the Community Development to the IT Department, opining that the position's effectiveness may diminish if the focus of the position were to change. Further discussion ensued regarding the GIS Coordinator position and allocations of salary and duties; as well as future WI-FI applications that may present another revenue opportunity and service provision for the City.
