5.5 Staffhas concluded that the existingparking lot contains adequatepaved surface to
properly provide the required number of parking spaces. The structure has been
estimated to contain 2,400 sq. ft., which requires 12 on-site parking spaces. Parking
spaces shall be applied as follows; 6 spaces for employees, 6 spaces for customers, and 1
space for each leasable vehicle on display, which varies day to day and on weekends.
REVIEW of CONDITIONAL USE PERMIT:
5.6 Section 1013.01 requires the City to consider the following criteriawhen reviewing a
Conditional Use Permit:
a Impact on traffic
b. Impacts on parks, streets and other public facilities
c. Compatibilityof the site plan, internal circulation, landscaping and structurewith
contiguous properties
d. Impact of the use on market value of contiguous properties
e. Impact on the general public health, safety and welfare
f. Compatibilitywith the City's ComprehensivePlan
5.7 The City Planner has reviewed the proposed reuse of the premises and concluded the
proposal of a small vehicle rental and leasing business is a permitted use in a B-3 District,
with an approved Conditional Use Permit. The proposed use will not create significant
additional traffic on the County Road D or Old Highway 8. County Road D had a 2000
count of 24,000 and is projected to increase to 28,550 by 2020 and Old Highway 8 had a
2000 count of 3,350 and is projected to increase to 5,350 by 2020. There is no need for
additionalpublic utilities or facilities, which already have capacity for the proposed use.
The elimination of the eastern most access along County Road D will create more
suitable vehicle circulation and with proper exterior building treatment, landscaping, and
parking lot improvements, the building/site will not have an impact on surrounding
properiy or values. There appears to be no impact on general health, safety, and public
welfare. In addition, the proj ect complies with the Comprehensive Plan designation as a
business use.
5.8 This reuse project will require a buildingpermit and an inspectionby the Fire Marshal
and Building Official. The proposed reuse will also require the submittal of improvement
plans including site, landscape, lighting and signage, which plans must be reviewed and
approved by the Development Review Committee prior to the issuance of a building
permit.
5.9 The properiy owner must submit documentation that petroleum tanks have been removed
as per Minnesota Pollution Control Agency regulations.
PF3598_RCA_092704 Pag 3 of 5
