,# BACKGROUND:
.1 Enterprise Leasing Company of Minnesota has applied for a CONDITIONAL USE
PERMIT to operate a small vehicle rental and leasing business at 3114 Old Highway 8.
EnterpriseRent—a-Car currently occupies space at 2025 County Road C and desires to
relocatethat business to this site and continue renting and leasing small vehicles in
Roseville.
, The Conditional Use Permit process also requires the approval of the premises by the Fire
Marshal and Building Official.
.3 The subjectparcel at 3114 Old Highway 8 is approximately 27,000 sq. ft. in size. The
properiy has an existing zoning of General Business District (B-3) and a Comprehensive
Land Use Map designation of Business (B). The parcel is located in Planning District 1
of the Roseville Comprehensive Land Use Plan.
. The site was originally improved in 1963 and served initially as a gas/service station.
Most recently the building was occupied by MGM Video.
,0 REVIEW OF PROPOSAL:
-1 Enterprise Leasing Company desires to occupy the building and premises at 3114 Old
Highway 8 to operate a small vehicle rental and leasing business. Enterprise is currently
located at 2025 County Road C, but this site lies within the Twin Lakes Redevelopment
Area and their lease was not renewed due to the pending plans by Rottlund Homes.
. The subjectproperiy lies in the southeast corner of Old Highway 8 and County Road D
and adj acent to a vacant parcel of land (south) and an office building (east). The parcel
has a zoning of B-3, General Business District, while the parcels to the east and south
have a zoning of B-2, Retail Business District. To the west across Old Highway 8 is
another B-3 parcel, the SuperAmerica site. The area to the north lies within New
Brighton.
S. The existing site and 2,400 s.f. structure are beginning to show signs of aging. The
parking lot is in need of minor repair and seal coating, while the exterior of the building is
in need of "refreshing".
. Enterprisehas indicatedthat they will make some general improvements to the exterior of
the building and will need to improve the interior for office/customer space. They have
also indicated that they will trim back existing trees and shrubs. However, they do not
propose extensive improvements to the existing parking lot and landscaping, except
maintenance of the existing lot surface.
PF3598 RCA 092704 Page 2 of 5
