Excerpt from Draft Roseville Planning Commission Meeting Minutes <br />September 1,2004 <br />5. Public Hearing: <br />a. Plannin� File 3598: Request by the Thorne Group on behalf of <br />Enterprise Leasing Company for a Conditional Use Permit to allow the <br />rental and leasing of small vehicles at 3114 Old Highway 8. <br />Chair Traynor opened the hearing and requested City Planner Thomas Paschke to present <br />the verbal summary of the staff report dated September 1,2004. <br />Thomas Paschke explainedthat EnterpriseLeasing Company of Minnesotawas seeking <br />approval of a conditional use permit to allow small vehicle rental and leasing to occur at <br />3114 Old Highway 8. The use is to be located within a B-3 General Business District <br />where small vehicle rental and leasing is permitted (Section 1005.0015) only through <br />issuance of a conditional use permit consistentwith Section 1013 of the Roseville City <br />Code. <br />The parcel at 3114 Old Highway 8 is approximately 27,000 sq. ft. in size. The properiy <br />has an existing zoning of General Business District (B-3) and a Comprehensive Land Use <br />Map designation of Business (B). The parcel is located in Planning District 1 of the <br />Roseville Comprehensive Land Use Plan. <br />Member Bakerr�an asked for clarification of the parking. <br />The structure has been estimated to contain 2,400 sq. ft., which requires 12 (5 per 1,000 <br />square feet) on-site parking spaces. Parking spaces shall be applied as follows; 6 spaces <br />for employees, 6 spaces for customers, and 1 space for each vehicle on display. <br />Member poherty asked what "refreshing" the building (as in 53) means. Thomas <br />Paschke explained repainting and remodeling. <br />Mr. Paschke advised that based on the information and findings provided in Section 4 <br />and 5 of this project report, the Community Development Staff recommended approval of <br />the Conditional Use Permit to allow a small vehicle rental and leasing business at 3114 <br />Old Highway 8, subject to the following conditions: <br />a. For the purpose of this Conditional Use Permit "small vehicle" shall mean <br />a passenger car, sport utility vehicle and/or a% ton pick-up truck. A <br />trailer or boat shall not be considered a small vehicle. <br />b. The removal of the northern most vehicle access on Old County Road 8, <br />for which a permit to work within the County right-of-way is required and <br />for which said improvements must meet City curb and gutter design <br />standards. <br />
