State Senator John Marty, 2478 Lydia Avenue W <br />Mayor Klausing introduced Senator John Marty. <br />Senator Marty recognized the new and remodeled City <br />campus facilities and congratulated the City on the <br />improvements. <br />Senator Marty spoke in opposition to the use of public <br />subsidies for the proposed Twin Lakes Redevelopment area <br />and similar projects. Senator Marty spoke to the <br />substantial amount of monies being requested by <br />developers in the Twin Lakes project, for clean up of <br />polluted land; opining that it was not the City's or <br />taxpayers' responsibility or obligation to clean up polluted <br />land. <br />Senator Marty encouraged the Council to be cautious and <br />consider the long-term overall impacts and ramifications of <br />this project to the City; and discouraged use of tax <br />increment financing (TIF') and questioned whether a clear <br />public purpose existed in the Twin Lakes situation, and <br />opined the need for every level of government to carefully <br />consider whether to invest public monies on public <br />projects. <br />B. A1 Sands, 2612 Aldine <br />Mr. Sands opined that the City' disbursement process was <br />not in compliance with procedures outlined in State Statute. <br />Mr. Sands noted that he would be e-mailing his opinion in <br />more detail to City Councilmembers, along with <br />information outlining procedures available for <br />
