Mayor Klausing noted that he and Mr. Sands had spoken prior to tonight's meeting regarding the specific Statute (i.e., 412.741 and 412.721) referenced by Mr. Sands; with questions related to procedure on purchase cards. Mayor Klausing advised that he had spoken to City Attorney Eric Hedetke regarding purchase card use and reporting procedures, and had requested staff to return with a report in the context of purchase cards. Mayor Klausing asked Mr. Sands to respond, in his upcoming e-mail, to specific areas that he opined were not in compliance with Statute. City Manager Beets advised Mayor Klausing and Councilmembers that this item was scheduled for discussion at the September 27, 2004 regular meeting. C. John Kysylyczyn, 3083 Victoria Street Mr. Kysylyczyn addressed historical revisions to the check disbursal system to implement a description of the expenditure. Mr. Kysylyczyn urged Councilmembers to direct staff to implement the same indicators on the purchase card expenditures. Mr. Kysylyczyn provided a copy of the August 16, 2004 Study Session meeting Minutes as adopted by the City Council at their August 23, 2004 regular Meeting. Mr. Kysylyczyn disputed the time of adjournment, opining it should have been at 11:30 p.m., rather than 10:15 p.m. Mr. Kysylyczyn noted that the public portion of the meeting was adjourned at 9:45 p.m., ending the Recording Secretary's record of the meeting; with the Council reconvening in closed Executive Session for the evaluation of the City Manager. Mr. Kysylyczyn advised Councilmembers that staff had recommended he bring the alleged error to the attention of the City Council; and requested that the error be corrected.
