�3� In coordination with the City, prepare a preliminary financial feasibility <br />analysis identifying costs and sources of revenue, includingta�� increment and <br />otherpotential sources ofpublic assistance, to determinethe necessarypublic <br />investment in the redevelopment, assumingthe Council shall have approved <br />the redevelopment area identified for Phase .I of the redevelopment, and the <br />City and Rottlund have agreed in principle on a strategy to close the gap in <br />financing the redevelopment. <br />Section 2. FindinQS. <br />2.01 Withrespectto eachoftherequired actionslistedin Section 1.04, the Councilnelae� <br />the following findings: <br />(1) �a� The Stakeholders' AdvisoryPanel has presented its draft Roseville'Itn�in <br />Lakes Master Planning Process Summary Report dated September 8, <br />2004, and <br />(�� On September l, 2004, Rottlund submitted an application for concept <br />plan approvalto the City, togetherwith a siteplan, draftpreliminaryplat <br />and a grading a Il d utilityplan. Such submissionwill be consideredby the <br />City's Planning Commission on October 6, 2004 and by the Council on <br />October25,2004. Acopyofthecovertransmittal(withoutenclosures)is <br />attached as Exhibit A. The Council finds that this submission satisfies <br />the requirement of Section 1.�{�� above. <br />��� �a� The Council hereby finds that the list submitted by Rottlund and site map <br />attached as Exhibit B show all of the parcels that must be acquired for <br />Phase I of the redevelopment,which includes Areas 1-5 and 8. <br />�b� TheCouncilherebyfindsthattheRedeveloperhasperformedpreliminary <br />appraisals and estimation ofrelocation costs for representativeparcels in <br />Phase I, as evidenced by the letters attached as Exhibit C. The City has <br />been advised byits redevelopment consultants that suchpreliminarydata <br />has been incorporated into the cost assumptions for Phase I of the <br />redevelopment as shown in the Sources and Uses schedule described <br />below. <br />{�� �a� The Council hereby finds that the Sources and Uses schedule attached as <br />ExhibitD satisfies the requirement that Rottlund coordinatewith the City <br />to prepare a preliminaryfinancialfeasibilityanalysis identifying costs and <br />sources of revenue for Phase � including tax increment and other <br />potential sources of public assistance. <br />� <br />
