(b� ({� The Council hereby finds that the Sources and Uses schedule <br />properly mal{es use only of gap strategies previously authorized by <br />Council at its meeting on August 9,2004, including: <br />• Revenue Bonds - taxable or tax-exempt supported only by <br />proj ect revenues <br />• Revenue Notes <br />• Administrativefees at 5% <br />E r_ ti <br />� SomeCitycontriiutiontotransportationimprovementstothe <br />extent area-wide benefit is demonstrated <br />• Establishhazardoussubstancesubdistrict <br />(ii) Although special assessments are not used as a funding strategy on <br />E�iibit D, the Council approved their use at its meeting on August 9, <br />2004. <br />(iii) The council also finds that E�iibit D properly did not include the <br />use ofthe followinggap strategieswhichwerepreviouslydisapprovedby <br />Council: <br />� No general obligation bonds <br />• No fiscal disparity costs to City taxpayers (fiscal disparities <br />are tal{en frozn within the district) <br />2.02 In summary, the Council hereby finds that Rottlund has successfully completed all <br />actions required to be tal� by it by September 30,2004 under the Contract. <br />Section 3. Authorizations. <br />3.01 The Council hereby authorizes City staff to continue � work with Rottlund on the <br />tasks and for the purposes set forth in the Contract, withRottlund's progress to be evaluatedagain as <br />of December 31,2004, the next benchmark date provided for in the Contract. <br />Adopted by the Council of the City this day of ,2004. <br />The motion for the adoption of the foregoing resolution was duly seconded by Council <br />Member , and upon vote being ta1{en thereon the following voted in favor <br />thereof: <br />and the following voted against the same: <br />
