Attached you <br />will fmd completed application forms, application fees in the requisite amount and a <br />concept plan for the redevelopment area. <br />In December of 2003, Rottlund Homes was designated as the master developer of the <br />Twin Lakes redevelopment area. As part of this decision Rottlund was obligated to <br />advance a land use plan for the City's consideration. Following ti�is decision Rottlund, <br />the members of the development team and the Twin Lakes Stakeholders' Panel met on a <br />number of occasions to discuss the form of a redevelopmentplan for the larger Twin <br />Lakes area. At the same time, the development team has been working on the formulation <br />of a financial plan that will facilitatethe redevelopment. This consideration has resulted <br />in the development team focusing its attention on a first phase of a redevelopment. This <br />area is generally bounded by Cleveland Avenue on the west, County Road C-2 and <br />Langton Lake on the north, Fairview Avenue on the east and County Road C on the <br />south. It is this area that forms the basis of the applications being advanced by Rottlund <br />for consideration by the City's Planning Commission and Council. <br />Two concept plans form part of this application. The first plan illustrates a generalized <br />land use scheme for the broader redevelopment ar+ea. Areas outside of the first phase of <br />the redevelopment areas, described in the paragraph above, are shown as future land use <br />categories. The phase 1 redevelopmentplan identifies in greater specificitythe nnx of <br />residential, office and retail commercial land uses proposed for the area. This plan <br />proposes a redevelopment scheme advancing 730 dwelling u�its, 290,000 square feet of <br />retail commercial, 25,000 square feet of restaurant type uses and 175,000 square feet of <br />office commercial.
