be developed. It should be noted that the advancing of ahase 1 redevelopment plan is in
accordancewith direction provided Council on August 9.
We are of the opinion that the generalized land use proposals and the redevelopmentplan
proposed for phase 1 of Twin Lakes represent an appropriatenox of land — a plan
consistent with the City's Comprehensive Plan and inkeeping va#h much of the
philosophy of the Twin Lakes Master Plan. From a planning, market, environmental and
land use perspective we believe that the phase 1 redevelopment plan represents a positive
and appropriate first step in the eventual redevelopment of'Itvin Lakes. We would point
to the considerable amount of background study and considerationundertakenby the City
or informationreviewed as part of the'Itnrin Lakes Stakeholders' Panel process to support
this statement.
To repeat what was stated within our sketchplan submission, important aspects of the
plans include:
■ a focus on a potential development area that embraces over 200 acres and covers an
area boundedby Cleveland Avenue on the west, County Road C on the south, the rear
properiy lines of properiy fronting onto Lincoln Drive on the east and Langton Lake,
Oasis Park and existing residential communities to the north,
} advancing a more detailed land use plan for a phase 1 area reflective of past
discussions with Council and other interested stakeholders;
+ an appreciation of the City's public policy goals and objectives for Twin Lakes but
tempered to market realities;
* a recognition of a series of "hard" and "soft" edges which help to establish the
planning context for the placement and ordering of land uses;
 an acknowledgement that existing land uses and identified environmental and
geotechnical conditions contribute to the proposed placement of land uses;
* attention to the existing road network servicing the redevelopment area and the nced
to augment and enhance the road system new thoroughfares and connections,
including a direct connection to the Highway 3 5 W off-ramp;
* respect for Langton Lake and the parkland surrounding this water body; and
■ a transitioning of land use categories and intensities from residential areas to thenorth
and the recognition that the comer of Cleveland Avenue and County Road D is not
well suited for residential land uses.
Rottlund looks forward to the opporiunity of continuing to work with the City and other
interested parties in advancing the redevelopment of'Itvin Ialcs. We, and other members
of the development team, are ready, willing and able to advance plans that can be
implemented over the short tern, thereby beginning to make a positive contribution to the
desired transformation of the planning area into a new and exciting neighbourhood.
