Abstentions: Ihlan [8.4] Kough moved, Schroeder seconded, approval of the Planned Unit Development (PUD) Agreement and Site Plan (Final Development Plan) between the City of Roseville and United Properties, subject to the conditions stipulated in Section 7 as per the Staff and Planning commission recommendation (7.3, A through K) of the project report dated September 13, 2004; and subj ect to review by the City Attorney for format and content; and approval by the City Manager. Adopt a Preliminary, Not-to-Exceed City Budget and Tax Levy for 2005 Finance Director Chris Miller reviewed the requested actions for adoption of the City's Preliminary Tax Levy for submission to Ramsey County by September 15, 2004. Councilmember Maschka spoke in support of his previous suggested Levy of $10,761,015 representing a 10% increase to address the structural budget issues created by the elimination of state aids. [2005 Proposed Tax Levy] Maschka moved, Ihlan seconded, adoption of Resolution No. 10243 entitled, "Resolution Submitting the Preliminary Property Tax Levy on Real Estate to the Ramsey County Auditor for the Fiscal Year of 2005" setting the Preliminary Levy at Resolution 10243 Proposed Tax Levy for 2005 Resolution 10244 Preliminary Budget for 2005 Resolution 10245 Debt Levy for 2005
