City Council Regular Meeting — 09/13/04 <br />DRAFT Minutes - Page 27 <br />reading and enactment of Ordinance No. 1311 entitled, "An <br />Ordinance Amending Title 10 of the City Code, Changing the <br />Zoning Map Designation of Certain Real Property at 2001 <br />Fulham Street from R-1 Single Family Residence District to <br />Planned Unit Development (PUD) with Underlying Zoning of R- <br />3, General Residence District." <br />Roll Call <br />Ayes: Maschka, Kough, Schroeder and Klausing. <br />Nays: None. <br />Abstentions: Ihlan <br />[8.4] Kough moved, Schroeder seconded, approval of the <br />Planned Unit Development (PUD) Agreement and Site Plan <br />(Final Development Plan) between the City of Roseville and <br />United Properties, subject to the conditions stipulated in Section <br />7 as per the Staff and Planning commission recommendation <br />(7.3, A through K) of the project report dated September 13, <br />2004; and subj ect to review by the City Attorney for format and <br />content; and approval by the City Manager. <br />Roll Call <br />Ayes: Maschka, Kough, Schroeder and Klausing. <br />Nays: None. <br />Abstentions: Ihlan <br />11. Adopt a Preliminary, Not-to-Exceed City Budget and Tax <br />Levy for 2005 <br />Finance Director Chris Miller reviewed the requested actions for <br />adoption of the City's Preliminary Tax Levy for submission to <br />Ramsey County by September 15, 2004. <br />Councilmember Maschka spoke in support of his previous <br />suggested Levy of $10,761,015 representing a 10% increase to <br />address the structural budget issues created by the elimination of <br />state aids. <br />[2005 Proposed Tax Levy] <br />Maschka moved, Ihlan seconded, adoption of Resolution No. <br />10243 entitled, "Resolution Submitting the Preliminary Property <br />Tax Levy on Real Estate to the Ramsey County Auditor for the <br />Fiscal Year of 2005" setting the Preliminary Levy at <br />Resolution 10243 <br />Proposed Tax Levy <br />for 2005 <br />Resolution 10244 <br />Preliminary Budget <br />for 2005 <br />Resolution 10245 <br />Debt Levy for 2005 <br />
