City Council Regular Meeting — 09/13/04 <br />DRAFT Minutes - Page 34 <br />John Kysylyczyn, 3083 N Victoria <br />Mr. Kysylyczyn provided a bench handout with his interpretation <br />of proposed levy and inflation calculations. <br />10. Briefing about a Twin Lakes Redevelopment Financial Plan <br />Tim Whitten, AIA of Rottlund Homes <br />Mr. Whitten presented the most currently-revised site plan for <br />the proposed Twin Lakes Redevelopment area, and pointed out <br />the areas that had been revised since the Council's last review. <br />Mr. Whitten briefly reviewed the process to-date, and <br />highlighted his perceived improvements to the latest site plan <br />(i.e., relocation of the proposed Costco to the lower quadrant to <br />facilitate parking and traffic flow; creation of synergy for a <br />"town center" and multiple use continuity; "Main Street" retail <br />concept; and incorporation of stakeholder's panel goals. Mr. <br />Witten opined that, from a housing standpoint, the project could <br />succeed, and further opined that the plan had been revised well to <br />meet the needs of prospective commercial developers. <br />Councilmember Ihlan questioned and clarified several <br />components of the revised plan related to the relocation of the <br />major retailer, public plaza identification, and access functions. <br />Councilmember Ihlan also questioned the intent of the developer <br />related to Langton Lake and the apparent extension of the water <br />feature into the development. <br />Mr. Whitten noted that the developer was attempting to take <br />advantage of this natural amenity and was looking at various <br />options. <br />Councilmember Ihlan emphasized that the park was not open for <br />development, and the developer needed to be aware of the <br />boundaries of the park and their private property. <br />Mr. Whitten reviewed several options under consideration for a <br />possible connection or walkway around the lake, and noted that <br />the drawing presented was only conceptual, and should be <br />Briefng about a <br />Twin Lakes <br />Redevelopment <br />Financial Plan <br />
