Consider a Joint Powers Agreement (JPA) with the City of <br />North St. Paul for Information Technology Support, and <br />Consider Authorizing a New Position with the Information <br />Technology Division paid for with JPA Contract Revenues <br />Finance Director Chris Miller reviewed the request for entering <br />into another Joint Powers Agreement for provision of <br />information technology support, based on past experience with <br />nine other organizations, and anticipated annual revenue of <br />$30,000. <br />Kough moved, Maschka seconded, approval of a Joint Powers <br />Agreement (JPA) between the City of Roseville and the City of <br />North St. Paul for the purposes of providing information <br />technology support. <br />Roll Call <br />Ayes: Maschka, Ihlan, Kough and Klausing. <br />Nays: None. <br />Finance Director Miller reviewed the City's IT Business Plan, <br />current needs and available funding from partnering cities, with <br />staff approving the creation of a new entry level IT position in <br />order to allow the City of Roseville to expand services to meet or <br />exceed the expectations of partnering agencies. Mr. Miller noted <br />that there are funds set aside in the 2005 proposed budget for this <br />position, and if Council concurred with staff's report and <br />analysis, requested that the Council amend the 2004 Budget <br />accordingly to reflect expenditures and additional revenues to <br />support the proposed position. <br />Mayor Klausing noted that Councilmember Schroeder had left <br />written comment, that he was supportive of action to add the <br />position, contingent upon recognition that if the Joint Powers <br />Agreement was no longer in place to support the position, it was <br />clear that the position would no longer exist. <br />City Manager Beets' acknowledged that this was staff's <br />understanding and intent. <br />IT JTPA <br />North St. Paul <br />New IT Position <br />
