City Council Study Session — 09/20/04 <br />DRAFT Minutes - Page 13 <br />F. Todd Guerrero <br />Mr. Guerrero addressed issues related to the City's <br />Comprehensive Plan, TIF issues and public purpose issues. <br />Mr. Guerrero referenced the City's Master Plan for the <br />Twin Lakes portion of the Comprehensive Plan, and <br />amendments to the Comprehensive Plan necessitated by the <br />proposed development. <br />Mr. Guerrero further addressed TIF, and urged the City <br />Council to clearly demonstrate what public purpose from <br />which Roseville residents would benefit to fund private <br />development (i.e., shopping center). <br />Mr. Guerrero referenced a State Commerce Department <br />memo dated June 3, 2004 providing a study by United <br />Properties related to retail per capita. Mr. Guerrero noted <br />that while the State of Minnesota is considered under- <br />retailed with 20 square feet of retail per capita; the City of <br />Roseville has 88 square feet per capita, the state's highest, <br />with the second closest being Edina at 66%. Mr. Guerrero <br />asked that the City Council convince him that it was <br />justifiable and prudent to commit public funds to retail, <br />specifically low-cost retail. <br />G. Randy Neprash, 1276 Eldridge Avenue <br />Mr. Neprash commended the City on the information <br />provided related to the Twin Lakes issue on the City's <br />website. <br />Mr. Neprash opined that the uniqueness of the site raised <br />two significant and challenging issues: that of TIF and <br />relying on retail at a site that seemed to drift from various <br />goals of past planning documents. Mr. Neprash noted that <br />in the decision-making process, the Council needed to <br />weigh the use of public funds compared to no development <br />at a11. <br />Mr. Neprash opined that the City could apply only one test <br />— that of a competitive market place.
