City Council Study Session — 09/20/04 <br />DRAFT Minutes - Page 16 <br />through the Moratorium on the property and assurances to <br />the developer that the Council would consider the use of <br />ED if necessary. <br />Mr. Moses further concurred with the opinions expressed <br />by Senator John Marty, as a Roseville resident, at the <br />September 13, 2004 Council meeting regarding the <br />original polluter of the land or property owner to pay for all <br />pollution clean ups. <br />Mr. Moses concluded by questioning the Council's sense of <br />urgency, opining that demands for locations like the Twin <br />Lakes site continue to grow, and questioned the Council's <br />ability to prove the TIF' "but for" test in this case. <br />J. Pat Johnson-Nygaard, New Brighton (former 42-year <br />Resident of Roseville; instrumental in saving Langton <br />Lake) <br />Ms. Nygaard provided historical information regarding the <br />city's tax base and need to grow it, with former Mayor <br />Cedarholm and former Council actions initiating that tax <br />base growth. <br />Ms. Nygaard spoke of the Langton Lake issues in 1972 <br />when developers attempted to create additional land, which <br />was stopped by Ms. Nygaard and other concerned citizens. <br />Ms. Nygaard also addressed the origin of the pollution on <br />site, when a ditch was dug and trucks washed onsite, with <br />runoff going into Langton Lake. <br />Ms. Nygaard opined that, if for no other reason than to get <br />this polluted land cleaned up, the Council should consider <br />the project. Ms. Nygaard referenced previous partnering <br />with development companies (i.e., Ryan Companies) in <br />1989 to clean up land, (location of Byerly's and area <br />businesses). Ms. Nygaard further opined that the area was <br />the gateway to the City of Roseville, and with upcoming <br />improvements by Ramsey County to County Road C, clean <br />up and redevelopment of this area was the next step. <br />
