City Council Study Session — 09/20/04 <br />DRAFT Minutes - Page 21 <br />stormwater would be redirected and thus improve the <br />quality of the lake; and that rumors about the developer's <br />proposed dredging of the lake were unfounded and were <br />regulated by the Department of Natural Resources (DNR) <br />and the City's own lakeshore zoning codes. <br />Ms. Erickson further opined that the City's Comprehensive <br />Plan should be used as a guide. Mr. Erickson spoke in <br />support of using TIF for the project; and clarified that it <br />was her understanding that the developer currently owned <br />1/3 of the land, and had another 1/3 under contract. <br />Ms. Erickson encouraged the Council to move forward, and <br />expressed her appreciation for the amount of time spent by <br />the Council and staff in considering the numerous aspects <br />of the project, its impacts and ramifications for the <br />community in the short and long-term. <br />R. Tam McGehee <br />Ms. McGehee encouraged the Council to listen to the <br />experts — those with ties to the area, neighbors, and <br />citizens. <br />Ms. McGehee questioned the viability of the Twin Lakes <br />Stakeholder's Panel and the funding spent to-date by the <br />City to pursue this project for a private developer. <br />Ms. McGehee referenced several city documents, including <br />the Community Development Department's Mission <br />Statement; visioning statements from VISTA 2000 and <br />listed goals and objectives under the economic <br />development portion of the document; the Comprehensive <br />Plan; the goals and objectives of the City Council; and <br />questioned the discrepancy between the documentation and <br />what the community was experiencing. <br />Ms. McGehee questioned the head of household wage <br />medians and those paid to clerks at Costco; as well as the <br />environmental issues with a parkway located in close <br />proximity to a lake. <br />
