City Council Regular Meeting — 09/27/04
DRAFT Minutes - Page 11
Bob O'Brien
Mr. O'Brien noted that the number one complaint received
by Police Departments state-wide was speed or traffic
complaints. Mr. O'Brien further noted that the number one
killer was traffic crashes; and of the number of criminal
arrests made for warrants issues, 39% were made from
random traffic stops across the nation. Mr. O'Brien
advised that the purpose of the May Mobilization program
through the Minnesota Office of Traffic Safety was to
provide public information and education. Mr. O'Brien
concluded by recognizing the City's Police Department;
their excellence and commitment; and their work done in
earning award of the speed board.
6. Guideline for Council Discussion
Councilmember Schroeder opined that since January of 2004,
Council discussions have been limited to making statements of
individual Councilmember opinions and/or views, making it
difficult for Councilmembers to interact and ask clarifying
questions to fully understand differing opinions.
Councilmember Schroeder suggested that the Council develop
and implement a guideline where members could openly discuss
items without making personal attacks to allow more productive
discussions.
Discussion ensued regarding how and when Councilmembers
could interject pertinent information, comments or questions
when another Councilmember was speaking; agreeing to
disagree; interaction and clarification of discussion topics and
issues; a more user-friendly format for discussion of issues;
productive discussion and deliberating opportunities; effective
representation of citizens by obtaining additional facts regarding
particular issues; maintaining a balance of ineetings run by
Roberts Rules of Order and allowing interruptions for input; and
option for speaker to recognize questions, comments or
interruptions from fellow Councilmembers.
Councilmember Schroeder opined that he would prefer a less
formal discussion format among Councilmembers.
Guideline for
Council Discussion
