City Council Regular Meeting — 09/27/04
DRAFT Minutes - Page 12
Further discussion ensued regarding the Chair's recognition of
individual Councilmembers in a timely manner; free-flow of
discussion; preference for the Chair to eliminate repetitious
comments and position clarification by individual
Councilmembers; and the need to balance perspectives and make
the public aware for the rationale of individual Council decision-
making.
John Kysylyczyn, 3083 N Victoria Street
Mr. Kysylyczyn encouraged Councilmembers to consider the
audience's perspective, and following their initial position
clarification, to stand for questions of Councilmembers if they so
desire, shortening the meeting time being taken for "big
speeches."
Mayor Klausing committed to, and asked Councilmember
concurrence, in recognizing other Councilmembers through use
of a simple "Excuse me" to seek the speaker to yield the floor to
questions or comments during their presentations; while
maintaining order through use of Robert's Rules of Order.
7. Elimination of the Rose Ceremony
Councilmember Schroeder reiterated his comments from the
previous Council meeting regarding his disappointment in the
lack of support and appearance by fellow Councilmembers
during the Rose Ceremony honoring former Mayor Kysylyczyn.
Councilmember Schroeder encouraged Councilmembers to put
aside their differences, remember their roles in representing the
citizens and community at various events, and honor people's
service and/or position, regardless of personal feelings.
Schroeder moved, abolishment of the Rose Ceremony and
any/all form of recognition for outgoing mayors and/or council
members. The motion died for lack of a second.
Councilmember Kough spoke against the motion; and
apologized to Councilmember Schroeder for his lack of
appearance at the Rose Ceremony, citing the lack of rehearsal
and his involvement in other portions of the festivities during the
City Campus Open House for his inadvertent attention to other
events.
Elimination of the
Rose Ceremony
