City Council Regular Meeting — 09/27/04 <br />DRAFT Minutes - Page 13 <br />Mayor Klausing spoke against the motion, noting that the Rose <br />Ceremony was authorized by the full City Council for <br />presentation to former Mayor Kysylyczyn; and whether the <br />Councilmembers were present or at other events should not <br />prevent or diminish the presentation. <br />Councilmember Schroeder opined that, the lack of a second, <br />indicated that there was value to the award, and anticipated that <br />in the future, more respectful attitudes would be displayed, and <br />thanked Councilmembers for their willingness to discuss his <br />concerns. <br />8. Public Hearing for Cellar's Wines & Spirits of Roseville II, <br />Incorporated Off-Sale Liquor License at 1149 Larpenteur <br />Avenue <br />Finance Director Chris Miller reviewed the application of <br />Cellar's Wines & Spirits of Roseville II, Incorporated for an Off- <br />Sale Liquor License at 1149 Larpenteur Avenue. Mr. Miller <br />noted that all background investigations, zoning requirements, <br />police compliance checks and other licensing requirements had <br />been met. Mr. Miller further noted that this was the City's lOtn <br />Off-Sale Liquor License, and that the City had previously <br />imposed, by City code, a self-imposed limit of 10 Off-Sale <br />Liquor Licenses. Mr. Miller further advised that this was the <br />applicant's second location in Roseville, with the other location <br />in the strip ma111ocated north and adjacent to Byerly's at County <br />Road C and Snelling Avenue. <br />Mr. Miller concluded by advising that staff was recommending <br />approval of the application as outlined. <br />Mayor Klausing noted that previous Council discussions had <br />alluded to reducing the number, not increasing it. <br />Mayor Klausing opened and closed the Public Hearing at 6:55 <br />p.m.; with no one appearing for or against. <br />Maschka moved, Ihlan seconded, approval of the application for <br />an Off-Sale Intoxicating Liquor License for Cellars Wines & <br />Spirits, 1149 Larpenteur Avenue, for the year ending December <br />Public Hearing <br />Cellar's Wines & <br />Spirits <br />Liquor License <br />1149 Larpenteur <br />Avenue <br />
