Presumably, we would want to explore the costs <br />and benefits of using that area in a different way or in replacing it with some- <br />thing else. <br />III. Another Complication <br />Unfortunately, the chiller leaks are not the only leaks in the OVAL's refrigera- <br />tion system. We believe there is a leak or leaks within the plastic pipe distribu- <br />tion system. As noted above, there are over 80 miles of plastic distribution <br />pipe at the OVAL. This pipe is divided among six separate zones; within each <br />zone there are approximately 12 miles of pipe. The pressure problem in the <br />distribution system is in the south zone of the OVAL. <br />With the assistance of a private contractor, we have tried ultra-sound technol- <br />ogy to find this pressure problem in the south zone of the OVAL. However, that <br />effort was unsuccessful. <br />Experts tell us our best chance to find this leak is to pressurize chilled brine <br />through the south zone and then try to find the leak or leaks with infra-red <br />technology. (Coldbrine, warm earth - though the earth is not going to be rela- <br />tively warm much longer.) <br />However, due to the leaks in the chiller vessel described above, we are unable <br />to deliver chilled brine to the plastic distribution pipes. Hence, we may not be <br />able to identify the location of the leak or leaks in the plastic distribution pipe <br />until the chiller system is repaired. (Possiblywe could warm the brine some- <br />how and pressurize the south zone of the OVAL with a portable device to see if <br />infra-red technology could find the leak or leaks this winter. Warm brine, cold <br />earth.) <br />Once we find this pressure problem in the distribution system we will have a <br />better sense of how long and how much it will cost to repair this part of the <br />problem. These costs could vary widely. The cost could be $1,000 � the prob- <br />lem is one leak that is readily accessible and not within the concrete floor of <br />the OVAL. The cost could be much higher, involving tens of thousands of dol- <br />lars, � there are multiple leaks that include pipe embedded within the concrete <br />floor of the OVAL. <br />IV. Process Considerations; Council Direction <br />Staff would like the opportunity to answer all Council questions. In addition, <br />we need Council's thoughts and feelings about the repair options outlined <br />above. We also need Council direction about some process issues. <br />
