�� � _ � � <br />� <br />Memo <br />To: Mayor and Council, <br />Neal Beets, City Manager <br />From: Chris Miller, Finance Directo �` <br />Date: October 18,2004 <br />Re: Report on the Council's Previous Action on Attending Out-of-State Conferences <br />Mayor and Council, <br />Date: 10/18/04 <br />Item: 10. <br />Travel Moratorium <br />At the October 11, 2004 Council Meeting, the Council raised an inquiry as to whether the <br />Council, by previous action, had placed any restrictions on City-paid attendance at out-of-state <br />conferences or training. To the best of Staffs recollection, the last time the Council discussed <br />this policy was on November 24, 2003, as part of a larger budget discussion. A copy of the <br />minutes from the meeting is attached below. <br />Minutes from the 11/24/03 Council Meeting <br />The following is an excerpt of the minutes from the 11/24/03 Council Meeting. <br />Reduce out-of-state conferencesltraining <br />$5,000 —15,000 <br />Kysylyczyn moved to reduce out-of-state conferencesltraining. <br />Finance Director Miller noted that all five Councilmembers had reached consensus on reducing out-of- <br />state conferencesltraining, but differed on the amount of the reduction. <br />Discussion ensued regarding the total budgeted funds. <br />Kysylyczyn withdrewhis first motion, and moved, Kough seconded, reduction of out-of-stateconferences <br />and training for an overall reduction of $15,000. <br />Further discussion ensued with differing opinions in how best to determine the training and conference <br />priorities for each department; ensuring that quality levels of service were provided to taxpayers through <br />adequately trained employees. <br />City Manager Beets advised that in discussions with Department Heads, it was their request that <br />discretion be allowed to the Department Heads to determine priorities that applicable training needs were <br />met for each department in an effort to meet continuing professional accreditation requirements in the <br />most cost-effective manner. <br />Mayor Kysylyczyn sought consensus for the actual amount of reduction for training; recommending that <br />an amendment be included that monies were only appropriated for training/conferences within a five-state <br />area. <br />Further discussion ensued regarding whether the City Council was included in this reduction of <br />traininglout-of-state conferences; whether the City Council should limit the range of travel; and flexibility of <br />
