Request for City Council Action <br />Detc: 10/25/04 <br />Item No: 4.d <br />Department ApprovaL• Manager Approved: Agenda Section: <br />`�� �� Consent <br />Item Description: Request for Approval of a Burn Permit to burn native planting <br />at a private residence, 2230 Marion Road. <br />1.0 Requested Action. <br />11 Minnesota Native Landscapes is requesting a Burn Permit to conduct a prescribed burn on a sma11 native <br />planting area located at 2230 Marion Road. <br />2.0 Background. <br />2.1 Site. The site, at which the burn is being requested, is a private residence. The owners have contracted <br />with MinnesotaNative Landscapes, who employ an experienced crew that conducts 30 to 50 prescribed <br />burns per year. <br />2.2 Ti•min�• To conduct the safest burn and gain the greatest ecological benefit during this point in <br />their establishment of the native plantings, Minnesota Native Landscapes has requested the <br />following windows for the Burn Permit: <br />➢October 26 — November 8,2004 <br />This amount of time wi11 a11ow for flexibility to choose the safest and most ecologicallybeneficial day for <br />a �ire. <br />3.0 Staff Recommendation. <br />31 It is the staffs recommendation that the City Council authorize the Fire Marshal to issue a Burn Permit to <br />MinnesotaNative Landscapesto conductthe prescribed burn at 2230 Marion Road. The permit would be <br />for the period of October 13, 2004 through October 30, 2004. The purpose of the permit is to a11ow a <br />prescribed burn on native plantings. <br />4.0 Suggested Council Action. <br />4.1 By motion, authorize the Fire Marshal to issue a Bum Permit to Minnesota Native Landscapes, 14088 <br />Highway 95 Northeast, Fo1ey Minnesota to a11ow a prescribed burn on native plantings in an area <br />approximately 1000 square feet total. The burn area is located at 2230 Marion Road and is bordered by <br />mowed lawn on a11 sides. <br />4.2 The following conditions are recommended for approval: <br />a� The effective date of the permit sha11 be from October 26,2004 through November 8,2004. <br />b� The burn sha11 be conducted only if the winds are 10 mph or 1ess; and, <br />�� Minnesota Native Landscapes sha11 notify the Roseville Fire Department at least two days in <br />advance of the date of the bum. <br />Attachments: Letter of request from Minnesota Native Landscapes and Prescribed Burn Plan Report. <br />Prepared by: John Loftus, Fire Marshal <br />
