If approved, staff will forward the
resolution to MN DEED along with a completed application which is being prepared by the
Mounds View School District staff.
, BACKGROUND
The Mounds View School Distinctevaluated several proposals for the redevelopmentof their
site at 2959 Hamline Avenue as they anticipate the relocation of their offices within other
existing school spaces in 2005. Although the proposals were positive and provided an
additional range of housing options in the neighborhood, the developers were notpreparedto
commit to purchasing the site due to the undetermined level of environmental cleanup
possibly associated with the site.
.? The District completed a Phase I investigation through Braun Intertec Corporation on
September 16, 2004. The Phase I report recommended that additional soil testing be
conducted to more fully identify possible environmental contamination associated with a
former underground storage tanl and on-site sewer septic system.
; ,, A proposal to complete the Phase II investigation from Braun Intertec was provided to the
Mounds View School District with a total cost of $19,968. The grantrequires that there be a
25°/o match from the applicant. Since the City would be the applicant we would be
responsible for that 25°/o cost. However, the Mounds View School District has agreed to
cover the 25°/o match as indicated in the attached letter from John Maas dated October 19,
2004 contingent upon final School Board approval expected on October 26,2004.
RCA MVSD DEED Cleanup Grant (10/25/04) - Page 1 of 2
