REQUEST FOR CITY COUNCIL ACTION <br />DATE: 10125104 <br />ITE�i �T�� <br />I����r��at Approval: �'i���'Ia����� A�r����: Ageuda �ect#�i�: <br />Item Description: Resolution Approving the Submission of a State D�p�rtment of <br />Employment and Economic Development {DEED) Contamination <br />Investigation and Response Action Plan Grant for the Mounds View <br />School District owned site at 2959 Hamline Avenue <br />].I� REQUESTED ACTION <br />l. l By resolution, approve the submission of a MN DEED Contamination Investigation and the <br />Response Action Plan Development grant application relating to the Mounds View School <br />District Headquarter site at 2959 Hamline Avenue to fund the completion of a Phase II <br />Environmental Site Assessment. <br />L.� The attached resolution would provide the local support needed to make the application to <br />the MN DEED, which is due on November 1, 2004. If approved, staff will forward the <br />resolution to MN DEED along with a completed application which is being prepared by the <br />Mounds View School District staff. <br />�,� BACKGROUND <br />�� The Mounds View School Distinctevaluated several proposals for the redevelopmentof their <br />site at 2959 Hamline Avenue as they anticipate the relocation of their offices within other <br />existing school spaces in 2005. Although the proposals were positive and provided an <br />additional range of housing options in the neighborhood,the developers were notpreparedto <br />commit to purchasing the site due to the undetermined level of environmental cleanup <br />possibly associated with the site. <br />�.? The District completed a Phase I investigation through Braun Intertec Corporation on <br />September 16, 2004. The Phase I report recommended that additional soil testing be <br />conducted to more fully identify possible environmental contamination associated with a <br />former underground storage tanl� and on-site sewer septic system. <br />�; ,,� A proposal to complete the Phase II investigation from Braun Intertec was provided to the <br />Mounds View School District with a total cost of $19,968. The grantrequires that there be a <br />25°/o match from the applicant. Since the City would be the applicant we would be <br />responsible for that 25°/o cost. However, the Mounds View School District has agreed to <br />cover the 25°/o match as indicated in the attached letter from John Maas dated October 19, <br />2004 contingent upon final School Board approval expected on October 26,2004. <br />RCA MVSD DEED Cleanup Grant (10/25/04) - Page 1 of 2 <br />
