3.0 STAFF RECOMMENDATION
3.1 Staff is recommending that the City support the application to provide the Mounds View
School District with the necessary funds to determine the level of contamination at 2959
Hamline Avenue.
3.2 To facilitate the redevelopment of the Mounds View School District site proper
environmental characterization is necessary. MN DEED grants must be supported and
applied for by statutory or home rule charter cities, counties, housing and redevelopment
authorities, economic development authorities, or port authorities. Therefore, the City of
Roseville would be making the application on behalf of the Mounds View School District.
3.3 Redevelopment of the site will be a benefit to the City. Helping the School District to gain
access to grants helps to reduce their costs associated with the site redevelopmentwhich in
turn saves the taxpayers of Roseville that live within the Mounds View School District.
4.0 SUGGESTED CITY COUNCIL ACTION:
4.1 Per resolution, approve the submission of a Minnesota Department of Employment and
Economic Development Contamination Investigation and Response Action Plan
Development grant in the amount $14,976 (75% of the total cost of $19,968) to conduct a
Phase II Environmental Assessment for the Mounds View School District site located at
2959 Hamline Avenue in the City of Roseville contingent upon approval by the Mounds
View School District to pay the 25% matching funds required as part of the grant criteria.
Attachments: Draft Resolution, Letter dated October 19,2004 from Mounds View School District
Prepared by: Cathy Bennett (792-7072)
tiC:dnuC]e,1F+x•uivkpmmC+Gri.rr.EO+fRC []F7}_Cam_suhnm_nl F.ivS(]99L+4].due
RCA MVSD DEED Cleanup Grant (10125104) - Page 2 of 2
