.� <br />PUBLIC INFRASTRUCTURE: <br />6.4 The proposal for Twin Lakes Phase 1 includes many road improvements and some road right- <br />of-way vacations. The primary road extension is Tercace Drive (to be known as Twin Lakes <br />Parkway) within dedicated right-of ways. The Parkway is envisioned to be a 60 to 120 foot <br />wide road right of way primarily with two wide lanes and a median with left turn lanes. In <br />residential areas, the roadway may be more narrow to reflect the residential character of that <br />portion of the site. Parallel street parking areas may be designated along one side of portions of <br />the 32 foot wide residential street. Mt Ridge Road, north of the Parkway, and Prior Avenue, <br />within a 55 to 80 foot right of way, would intersect with the Parkway at the primary intersection <br />(Prior at the Parkway). A four way intersection with a 4 way stop or a round-about is proposed <br />to slow traffic and facilitate safer turning movements. Where Prior Road meets County Road C, <br />w 4 way signalized intersection has been planned by the County. Other potential new 4 way <br />stoplights could be installed at Fairview and the Parkway and at C-2 and Cleveland. Further to <br />the east, existing Arthur Street would be reconfigured to provide another intersection with the <br />Parkway. Portions of Iona Lane, Prior Avenue and Mt. Ridge Road would no longer be needed <br />for public road and could be vacated. Mass transit (bus service) routes and stops will be <br />coordinated with Metro Transit. Where the Parkway\Terrace Drive meets Snelling a right-in, <br />right out intersection will be requested from MnDOT, <br />6.5 There is existing capacity for underground utilities. All public utilities (sanitary sewer, water � <br />main, and storm sewer) will either be constructed within a separate public easement or within <br />the right-of-way and/or under the constructed roadway. Sanitary sewer will be provided from <br />an existing 36" sanitary sewer line along the south edge of the lake. Water will be provided <br />from the main line that will be looped along the Parkway, from Cleveland to Fairview <br />completing the necessary water loop. Storm sewer catch basins will be provided within the <br />concrete gutters. Storm water will be routed to multiple ponds, not directly into the Lake. <br />Drainage will be evenly split (40+ acres each) into two watersheds, to the east and north in <br />Lake watershed and to the west and north in the 35W watershed. Impervious surface will <br />actually decrease from 78% to approximately 70% and all will be routed to new or existing <br />ponds. Water and sanitary sewer for the townhomes will be provided from the main line <br />installed within the roadway of the new streets. Existing pavement surfaces will be recycled on <br />the site. By comparison of sheet drainage from truck terminal pavements, using new ponds in <br />addition to the existing ponding system will improve water quality in the Lake, as it did with <br />the storm pond created adj acent to the southeast comer of the Lake. <br />6.6 The remaining utilities, such as electricity, cable, telephone, and natural gas, will be designed <br />and coordinatedthrough the Public Works Departmentto be underground, and utilize a joint <br />trenching system where applicable.
