City Council Regular Meeting —10/11/04 DRAFT Minutes - Page 16 Mr. Kysylyczyn compared the similarities of the City Manager's recommendations with his own previous recommendations regarding commissions. Mr. Kysylyczyn spoke against the expansion of the Public Works and Transportation Commission, even with the additional of environmental issues. However, Mr. Kysylyczyn further noted that environmental issues were currently being addressed by several other commissions; and questioned what issues were not being addressed, or what was trying to be solved. Mr. Kysylyczyn asked several questions of the Council: 1) Should ordinance language regarding the process/procedure for removal of inembers by a super- majority vote be amended? 2) Is commission membership representative of the entire community? 3) Should the appointment process be moved to May of each year to accommodate new Councilmembers and a11ow them time gain familiarity with the advisory commissions? Mr. Kysylyczyn concluded his comments by speaking in support of the commissions mirroring the City's departments; and noted that the Chamber of Commerce provided ample opportunities, through their Business Advisory Councils, for business community representation and promotion; and spoke against reappointment of commissioners based on their attendance records, citing past example of unprofessional conduct by commissioners at public meetings and their subsequent removal.
