City Council Regular Meeting —10/11/04 DRAFT Minutes - Page 17 spoke in support of environmental issues remaining as a core function of the Parks and Recreation Commission. As to the reappointment process, Ms. Pederson supported a new application for persons seeking reappointment, but did not feel that good attendance should warrant reappointment, or that a reappointment interview was necessary. She supported more than seven commissioners on the Parks and Recreation Commission. Ms. Pederson spoke in support of returning to a Council Liaison attending commission meetings to facilitate communication among the City Council, staff and commissioners. Ms. Pederson noted that, with a Council Liaison in attendance, they could — along with the Commission Chair and Department Head — provide recommendations to the City Council as to the reappointment of commissioners based on their observations. Shannon Powell, 2445 Galtier Street Ms. Powell questioned whether environmental issues might get lost if considered by the Parks and Recreation Commission or the Public Works and Transportation Commission. She also asked how environmental commissions worked in other communities (i.e., their emphasis and focus). Mayor Klausing thanked the public for their input and closed public comment on this issue and proceeded to Council discussion. Commission Term Len�ths and Term Limits Councilmember Schroeder spoke in support of two - three year terms. Councilmember Maschka concurred with the recommendations of City Manager Beets regarding term limits, with the exception of the Planning Commission, where he opined that two—four year terms were beneficial to provide a learning curve for commissioners due to the complexity of land use items, and to provide additional experience for future Chairs of the Planning Commission.
