City Council Regular Meeting —10/11/04 <br />DRAFT Minutes - Page 17 <br />spoke in support of environmental issues remaining as a core <br />function of the Parks and Recreation Commission. <br />As to the reappointment process, Ms. Pederson supported a new <br />application for persons seeking reappointment, but did not feel <br />that good attendance should warrant reappointment, or that a <br />reappointment interview was necessary. She supported more <br />than seven commissioners on the Parks and Recreation <br />Commission. <br />Ms. Pederson spoke in support of returning to a Council Liaison <br />attending commission meetings to facilitate communication <br />among the City Council, staff and commissioners. Ms. Pederson <br />noted that, with a Council Liaison in attendance, they could — <br />along with the Commission Chair and Department Head — <br />provide recommendations to the City Council as to the <br />reappointment of commissioners based on their observations. <br />Shannon Powell, 2445 Galtier Street <br />Ms. Powell questioned whether environmental issues might get <br />lost if considered by the Parks and Recreation Commission or the <br />Public Works and Transportation Commission. She also asked <br />how environmental commissions worked in other communities <br />(i.e., their emphasis and focus). <br />Mayor Klausing thanked the public for their input and closed <br />public comment on this issue and proceeded to Council <br />discussion. <br />Commission Term Len�ths and Term Limits <br />Councilmember Schroeder spoke in support of two - three year <br />terms. <br />Councilmember Maschka concurred with the recommendations <br />of City Manager Beets regarding term limits, with the exception <br />of the Planning Commission, where he opined that two—four year <br />terms were beneficial to provide a learning curve for <br />commissioners due to the complexity of land use items, and to <br />provide additional experience for future Chairs of the Planning <br />Commission. <br />
