Motion: Member Pust moved, seconded by Member poherty, to recommend approval of the <br />ordinance rezoning the Twin Lakes parcels from I-1,I-2, and B� to Planned Unit Development <br />with an underlying zoning of B-6, Mixed Use Business Parlc District as per the site plan and <br />preliminary plat submitted and reviewed at the October 14,2004 Planning Commission meeting, <br />to become effective upon final approval by the City Council of the planned unit development <br />agreement and publication of the ordinance. <br />Ayes: 5 <br />Nays: 0 <br />Motion carried <br />4. Motion: Member Pust moved, seconded by Member Bakeman, to recommend approval of <br />the Concept PUD as prepared for the October 14,2004 Planning Commission meeting by <br />Rottlund Homes, as Master Developer, for an 80 acre mixed-retail, office, and residential <br />planned unit development consisting of parlc land and cash-in-lieu dedications, storm pond with <br />overloolc and trails, 490 townhomes, up to 5 stories with 221,000 s.f. of office building, 240 <br />condominium units, and retail office uses, subj ect to approvals and permits required by the Rice <br />Creelc Watershed District and MnDNR, Ramsey County and MnDOT and subject to three <br />conditions: l) City staff shall worlc with the Master Developer to formulate a traffic reduction <br />and redistribution plan designed to decrease traffic flow in adj acent residential areas; 2) The <br />project will comply with the city shoreland ordinance, Chapter 1016, or specify any deviations <br />from said ordinance for approval by the City Council; 3) The project will be constructed in such <br />a way that it is consistent with LEED design standards as discussed in the September 27,2004 <br />memorandum submitted to the city by the Master Developer. Final approval by the City Council <br />will be considered after all conditions and required documents and permits have been submitted <br />for final approvaL Final approvals are considered a separate application process. <br />Ayes: 5 <br />Nays: 0 <br />Motion carried. <br />(The 2" phase development, further to the east, is to be reviewed by staff and the Planning <br />Commission at subsequent public hearings prior to issuance of permits.) <br />5.
