#l�p � rrtm�at .�►p�r� �I: <br />REQUEST FOR CITY COUNCIL ACTION <br />1�fan���r �►ar�r�w�l <br />DATE: ��� <br />ITEM NO: � 4• <br />Agenda S�bi�et: <br />Resolution Approving the Submission of a State Department of <br />Employment and Economic Development (DEED) Contamination <br />Investigation and Response Action Plan Grant for Twin Lakes <br />Redevelopment Area Relatin� to Groundwater Contamination <br />E .�] REQUESTED ACTION <br />3. � By resolution, approve the submission of a MN DEED Contamination Investigation and <br />Response Action Plan Development Grant Application relating to areas where groundwater <br />contamination has been identifiedas part of the US EnvironmentalProtection Agency funded <br />Area-wide Groundwater Contamination study. <br />9.� The attached resolutionwould provide the local support needed to make the application to <br />the MN DEED, which is due on November l, 2004. If approved, staff will forward the <br />resolution to MN DEED along with the completed application. <br />� . �r BACKGROUND <br />'. � The City of Roseville received $150,000 from the US Environmental Protection Agency <br />(EPA) in 2001 to conduct a groundwater study of the Twin Lakes Redevelopment Area. <br />That wark was completed and a report prepared for review by US EPA and MN Pollution <br />ControlAgency. Thekeyreportfindings indicatedthatpresenceoftrichloroethylene(TCE) <br />and diesel range organic (DRO) constituents in the glacial aquifer, theuppermostcontinuous <br />and hydrologically extensive aquifer beneaththe 170-acre Twin Lakes RedevelopmentArea <br />(TLRA) within two areas. (Refer to attached map). The sources of these compounds inside <br />and/or outside the TLRA are not known. City environmental consultant, DPRA, whose fees <br />were entirely paid for out of the grant funds, suggests that additional site-specific <br />investigation for the TCE constituents be conducted. <br />�.� A response letter regarding the review of the Area-Wide Groundwater Study was received <br />from MN Pollution Control Agency on October 5,2004. Their response recommendedthat <br />additional environmental investigation be considered at the properties where the <br />trichloroethylene concentrations exceed Minnesota Department of Health's (MDH's) <br />recommended exposure limit. (Refer to attached MPCA Letter). <br />�,� STAFF RECOMI��NDATION <br />�. � Based on the City report findings and the MPCA's recommendation, staff is recommending <br />an application for grant funds from MN DEED in the amount of $37,500 to conduct <br />additional environmental investigation to define the source(s) and extent of TCE <br />RCA TL DEED Cleanup Grant (10125104) - Page 1 of 2 <br />
