contamination found in two monitoring wells within in the Twin Lakes RedevelopmentArea. <br />The additional investigation would be conducted by the City's environmental consultant, <br />DPRA, who completed the work relating to the previous EPA investigation and study grants <br />for the Twin Lakes RedevelopmentArea. If the grant funds are not awarded, the additional <br />investigation would not occur until the properties are redeveloped at the redeveloper's cost. <br />3.2 The total cost of the proposed investigation is estimated to be $50,000. The grant requires <br />that there be a 25% match from the applicant. Staff is suggesting that the match initially <br />come from the existing Community Development budget for professional services in the <br />amount of $12,500. However, if the Twin Lake's project is approved, these costs can be <br />included in the public costs to be reimbursed by the benefit of the development either <br />through a reimbursement agreement with Rottlund or through the future taY increment. <br />5.0 SUGGESTED CITY COUNCIL ACTION: <br />5.1 Per resolution, approve the submission of a Minnesota Department of Employment and <br />Economic Development Contamination Investigation and Response Action Plan <br />Development grant in the amount of $37,500 to conduct additional assessment relating to <br />areas where groundwater contamination has been identified as part of the US Environmental <br />Protection Agency funded Area-wide Groundwater Contamination study with a local match <br />of $12,500 from the Community Developmentprofessional services budget. <br />5.2 By motion, authorize the City Manger to execute a contract with DPRA Environmental to <br />conduct the contamination investigation and the development of a response actionplan if the <br />grant funds are awarded. <br />Attachments: Draft Resolution, Letter from MNPCA, Groundwater Study Executive Summary <br />Prepared by: Cathy Bennett (792-7072) <br />'�t'nmiu]ie�•,l�t,r�n.���� :1G�I�ryHUaiC�G=trrts��LL•DQ4�kti �5_JF.f•_�_�ranl_3�m�ion_Inue�g� I��ll4kdr�c <br />RCA TL DEED Cleanup Grant (10125104) - Page 2 of 2 <br />
