City Council Study Session —10/18/04 <br />DRAFT Minutes - Page 17 <br />Swimming Pool <br />City Manager Beets noted that, while the repairs to the pool were <br />less than estimated, ongoing costs for maintenance and purchase <br />and monitoring of chemical additives amounted to approximately <br />$10,000 annually. <br />II. Other important budget-related policy questions only the <br />City Council can answer through motions, but not <br />necessary to achieve structural operating balance in 2005: <br />9. Is the City Council going to deal with the accumulated <br />$l.2 million deficit in the Parks and Recreation <br />Department and the internal loan created by the City <br />Council in the mid-1990's to cover those deficits? <br />City Manager Beets sought Council direction on the existing <br />internal loan, and whether to take funds from reserves to once <br />and for all satisfy the loan. <br />If "yes," does the Council want to deal with that accumulated <br />deficit and loan by: <br />a. Writing off and forgiving that internal loan? <br />b. Selling some or all of the City lots on South Owasso <br />Street or on Woodhill and Western? <br />c. Is there some other approach to this internal loan that <br />Council prefers? <br />Mayor Klausing was not prepared to make a recommendation at <br />this time to staff's questions, pending further research and <br />discussion with the Finance Director Miller. Mayor Klausing <br />expressed his willingness to appoint a task force to review <br />potential sale of the park land, but was reluctant to order soil <br />borings or other definitive steps at this time, citing potential <br />ponding locations and other issues. <br />City Manager Beets noted that a soil boring study could be <br />incorporated with those necessary for the reconstruction of South <br />Owasso Boulevard, and may prove financially advantageous to <br />realign the pond as part of that project. <br />Councilmember Schroeder opined that the Council needed to <br />move more slowly on considering these parcels and their uses, <br />
