Councilmember <br />Schroeder reviewed potential advantages for the realignment of <br />South Owasso Boulevard and right-of-way adjustments, as well <br />as traffic calming affects. Councilmember Schroeder noted the <br />need for soil condition information as part of the proposal. <br />Discussion ensued regarding the $1.2 million bookkeeping issue <br />for the internal loan or transfer. Staff was directed to draft a <br />resolution for Council consideration for presentation at a future <br />Council meeting as it related to this item. <br />Mayor Klausing confirmed that he needed additional information <br />on the ponding issues, noted Councilmember Ihlan's concerns <br />regarding whether the ponding was consistent with current uses <br />of the natural space; and opined that he was not supportive of <br />selling the lots right now. <br />Councilmember Ihlan noted that neighborhood meetings <br />scheduled for the proposed South Owasso Boulevard <br />reconstruction would provide neighborhood reactions. <br />City Manager Beets sought further direction from the Council on <br />the parcels located on the south side of Owasso, and whether <br />those lots were going to be considered for sale, in order for staff <br />to determine stormwater options for the proposed reconstruction <br />project. City Manager Beets asked for clarification if the <br />properties were at play for street realignment or not to be <br />considered by staff. <br />Councilmember Maschka opined that it made sense to sell four <br />of the lots at each end, and retain the properties in the middle, <br />and use open space for stormwater or maintain it as open space; <br />further opining that such action wouldn't be detrimental to the <br />overall open space and trading lots would make sense. <br />City Manager Beets noted that soil samples would determine if <br />the lots are buildable. <br />Council consensus was to direct staff to order soil samples on the <br />lots on each end of Ladyslipper Park. <br />
