City Council Study Session —10/18/04 <br />DRAFT Minutes - Page 19 <br />Councilmember Ihlan addressed previous public comment <br />related to the value of open space as part of a neighborhood, and <br />those who spoke in opposition to selling park land; encouraging <br />that if park land was sold, corresponding park land should be <br />dedicated elsewhere in the City. Councilmember Ihlan also <br />questioned where the proceeds of the Arona project had been <br />placed. <br />City Manager Beets advised that the funds were currently in the <br />General Fund Reserve, pending Council clarification and staff <br />research as to the intent for allocation of funds to the park deficit <br />or to economic development uses. <br />Conclusion <br />City Manager Beets advised that he would make revisions to the <br />proposed 2005 budget, incorporating tonight's comments and <br />directives, for presentation at the November Study Session, if not <br />sooner. <br />4. Briefing about Problems with the Refrigeration System at the <br />OVAL <br />Options <br />a. Retube the existing chiller vessel at an estimated cost of <br />$l 75, 000 <br />b. Replace the chiller vessel itself, to include all new tubes, <br />preloaded with a new vessel, at a yet-undetermined cost, <br />but probably competitive with Option a. <br />c. Re-evaluate whether the City Council is still committed <br />to the OVAL <br />City Manager Beets and Parks and Recreation Director Lonnie <br />Brokke provided a visual presentation and review of the basic <br />system at the John Rose Minnesota OVAL, the problem and <br />what has been done to-date related to the 11-year old chiller <br />system and vessel not holding sufficient pressure. <br />City Manager Beets provided a corrected page 5 of the staff <br />report dated October 18, 2004. <br />Discussion included the brine/ammonia system in the bell end of <br />OVAL <br />Refrigeration <br />System <br />
