City Council Study Session —10/18/04 <br />DRAFT Minutes - Page 21 <br />task force; user-groups and their input; realistic expectations for <br />diagnosing and fixing the problem; and available options. <br />Mayor Klausing requested staff provide a more defined matrix of <br />options and costs for each option, along with impacts to revenues <br />and expenses. <br />Councilmember Maschka noted that a task force could <br />accomplish defining those options, and with 100,000 people <br />using the facility, it supported the regional use of the facility. <br />Councilmember Maschka recommended creation of an <br />engineering task force to consider options, research experiences <br />at other facilities, and alternative design options, as well as <br />where funding would be obtained for redesign and future <br />maintenance and operations. <br />Mayor Klausing opined his reluctance to take the drastic step of <br />mothballing the OVAL, and sought additional time for <br />consideration and comparison. <br />Further discussion ensued regarding the possibility of continuing <br />operations with the use of portable chillers and that cost. <br />City Manager Beets sought further clarification of Council <br />direction by questioning if the Council wanted staff to frame <br />options for an additional engineering firm to further investigate <br />the leak in the OVAL field via pressure test or portable chiller; <br />and timing and costs for various options and return with options. <br />City Manager Beets further questioned on the financial side, if <br />Council wanted to direct staff to have discussions with different <br />user-groups and Council representative as to the timing of the <br />repairs and availability of ice time; whether to prepare legislative <br />proposals to accomplish repairs; and funding options for long- <br />term operation and maintenance. <br />Mayor Klausing opined his support of immediately mothballing <br />the OVAL and going directly to the legislature to make a <br />stronger case for a regional facility and the magnitude of the <br />problem. <br />
