City Council Study Session —10/18/04 <br />DRAFT Minutes - Page 22 <br />Councilmember Schroeder noted the need for regional support to <br />solve the current problem. <br />Councilmember Ihlan recognized the pressure on user-groups for <br />this season and their potential political motivation to go to the <br />State, but also their need to find alternatives for this season, and <br />whether those alternatives would become permanent rather than <br />them returning to the OVAL when back in operation. <br />Mayor Klausing directed staff to lay out a matrix of options, <br />including costs, timing and further refinement from the original <br />staff report, in addition to potential make up of a task force. <br />Councilmember Schroeder noted that, even after further research <br />and evaluation, it would most likely become evident that <br />mothballing the facility and proceeding as outlined by <br />Councilmember Maschka would be the final outcome. <br />Councilmember Kough requested that staff keep Council <br />informed regarding this issue in an ongoing manner. <br />John Kysylyczyn, 3083 Victoria Street N <br />Mr. Kysylyczyn briefly commented on the article he had <br />previously distributed and encouraged Councilmember to pursue <br />the original guarantees from the State (i.e., hospitality tax on <br />beneficiaries) to accomplish long-term solutions. <br />5. Review Public Works 2005 Work Plan Public Works <br />Public Works Director Duane Schwartz reviewed the proposed 2005 Work Plan <br />Public Works 2005 Work Plan, based on the annual Pavement <br />Management Program (PMl') and assessment of utility <br />infrastructure. <br />Mr. Schwartz advised that staff would be requesting <br />authorization to order feasibility studies for the reconstruction of <br />Lovell Avenue and Chatsworth Street, and for South Owasso <br />Boulevard reconstruction at the October 25, 2004 regular <br />Council meeting, in accordance with Chapter 429 procedures. <br />Proposed Reconstruction <br />Neighborhood 32; South Owasso Boulevard; and Terminal Road <br />
