City Council Study Session —10/18/04 <br />DRAFT Minutes - Page 24 <br />7. <br />Ms. Erickson concurred with the issues and concerns raised by <br />Councilmember Kough, and encouraged city maintenance of <br />city-owned right-of-ways. <br />Councilmember Schroeder and Mayor Klausing concurred that <br />the City had existing ordinances in place to address nuisance and <br />code enforcement issues. <br />Review Policies and Procedures for Purchasing and <br />Disbursements <br />Mayor Klausing recognized Mr. Sands, who had previously <br />addressed concerns that the City was not in compliance with <br />State Statute regarding procedures for purchasing and <br />disbursements. <br />A1 Sands, 2612 Aldine <br />Mr. Sands distributed and displayed a bench handout with a <br />section of Minnesota State Statute, 471.382, regarding credit <br />card use by municipalities. <br />Mr. Sands questioned whether sufficient and appropriate levels <br />of control, above legal requirements, are in place to ensure <br />compliance with statute and provide Council assurance that the <br />spending plan approved by them as a body was being <br />implemented. <br />Mr. Sands further expressed his disappointment with the <br />apparent lack of response from Finance Director Miller to his <br />questions and comments. <br />John Kysylyczyn, 3083 Victoria Street N <br />Mr. Kysylyczyn questioned the date for adoption of the Statute <br />in 2001; and Council authorization for purchasing procedures in <br />1997; and asked for clarification of how the Council could <br />authorize something not placed into law until a later date. <br />Mr. Kysylyczyn sought to clarify his perceptions of existing <br />problems (i.e., sufficient information supplied on purchase card <br />statements in similar format to that on the check register); and <br />Councilmember Kough's repeated requests to staff for additional <br />information related to various expenditures and that information <br />Review Policies and <br />Procedures for <br />Purchasing and <br />Disbursements <br />
