City Council Study Session —10/18/04 <br />DRAFT Minutes - Page 23 <br />from Walnut Street to St. Croix Street. <br />Proposed Mill and Overlay <br />Long Lake Road from Terminal Road to County Road C-2; Prior <br />Avenue from West Highway 36 Service Drive to County Road <br />B-2; and West Perimeter Drive from Prior to Fairview Avenues. <br />Proposed Pathway and Parking Lots <br />County Road B-2 from Lexington Avenue to BNSF RR; South <br />Owasso Boulevard from Rice Street to BNSF RR; and Lion's <br />Shelter Parking Lot from Central Park off Victoria Street. <br />Proposed Utility/Drainage Improvements <br />Fulham Lift Station replacement (City-portion of sanitary sewer - <br />developer would bear remaining costs); Paper Calmenson Lift <br />Station elimination (MnDOT funded); and Ladyslipper Park <br />wetland improvements (with cost-share to be determined). <br />Mr. Schwartz reviewed the itemized estimated construction <br />costs; infrastructure funds; Minnesota State Aid (MSA) funds; <br />federal aid funds; and proposed assessments; noting that most <br />engineering would be done by in-house staff. <br />After a brief discussion, staff was directed to proceed with <br />process as proposed. <br />6. Consider Right-of-Way Maintenance Issues Right-of-Way <br />Councilmember Kough sought clarification and recourse as to Maintenance <br />how the City could enhance the appearance of right-of-ways (i.e., <br />boulevards) next to city, county and state roadways. <br />Councilmember Kough encouraged city staff to take the <br />initiative when they saw areas needing care to do so when there <br />were in the area; and encouraged citizens to take more care in the <br />appearance of public properties adjoining their private property. <br />Discussion included staff, equipment and supply costs; staff <br />priorities and efficiencies; city-owned property rounds; and <br />potential use of Sentence-to-Serve programs through Ramsey <br />County. <br />Carol Erickson <br />
