�� � � � <br />Request for Council Action <br />Date: 11 /08/04 <br />Item Number: 6. <br />Department Approval Manager Approval Agenda Section <br />Item Description: <br />Approval of Purchase of Interoperable 800 MHz Public Safety Radio Equipment <br />Background: <br />The Roseville Police and Fire Departments are requesting council approval for purchase of 800 MHz <br />radio equipment. This equipment purchase will allow our public safety departments to be integrated <br />into the County-wide interoperable emergency communications project previously discussed at <br />Council sessions on 04/19/04 and 06/14/04. Radio equipment orders for Ramsey County 800 MHz <br />radio system users must be received by the project manager and forwarded to contract award <br />vendors by the beginning of November 2004. The equipment vendors must receive orders and <br />deliver product by the end of 2004 to fulfill the requirementsof the federal grant our radio system has <br />been awarded. <br />The system Policy / Planning Committee approved a county-wide tax base formula to reimburse <br />municipalities a portion of the radio equipment purchase expense. The municipal subsidy per radio <br />ordered was set at $1995.00 per radio unit. Roseville public safety departments are authorized the <br />purchase of up to 287 radios under the county-wide subsidy plan. We have structured our radio <br />purchase request to meet the needs of our respective departments. The police department requests <br />the purchase of 107 radios and the fire department requests the purchase of 81 radios, (188 total <br />radios requested of the 287 radios authorized under the purchase plan.) The number of radios <br />requested by Roseville public safety departments is fewer than the total number of radio units <br />currently in use by the departments. a" <br />The total purchase cost of radio equipment requested by Roseville public safety departments is <br />$555,707.59. The municipal radio equipment subsidy granted to Roseville under the approved <br />formula is $359,100.31. The post-subsidypurchase cost of radio equipmentto the city is <br />$196,607.28. Radio equipment purchased with this initial order will qualify for the $1995.00 per radio <br />subsidy. Radio equipment purchased outside of the initial equipment order will not qualify for the <br />subsidy. <br />The cost of the radio purchase request by the police department is $103,003.97. This cost includes <br />the base radio for the Roseville Emergency Operations Center. The cost of radio purchase request <br />by the fire department is $93,603.31. <br />Vehicle installation costs for the mobile 800 MHz radios are not included in the equipment purchase <br />price. A County-wide installation contractfor public safety vehicles is being planned when our <br />system goes on-line in late 2005. <br />
