Pros and Cons of <br />programs already in place. <br />Februarv - Introduction to a range of possible tools. Identification of possible <br />implementation partners. IIRA to create methods of community participation in the <br />identification of issues, problem identification, goal setting and program <br />development. <br />Possible Tools: Housing Maintenance Code, Rental Licensing, Vouchers, <br />Neighborhood Connections, Shine Program, Truth in Housing, Others <br />Possible Partners: Cross Departmental within the City (Police, Fire, <br />Parks, Public Works, Administration, Finance & Community <br />Development), School Districts, Realtors, Neighborhood Block Groups, <br />Housing Resource Center, Colleges, St. Paul Realtors Association, Multi- <br />Family Owners, Faith Based Groups, Multi-Family Housing Association, <br />Ramsey County Public Health Department, Metro IIRA, Ramsey County <br />HRA, Others. <br />
