� "v <br />Nov. 4,2004 <br />Itrxn: 11 <br />Department Approval Manager Approval Agenda Section <br />�� � <br />Item Description: <br />Selling City Property that is N o Longer in City Service <br />L Background <br />Three Councilmembers have inquired about the sale of the 1949 Fire Pumper. <br />This vehicle was taken out of service maybe 15 or 20 years ago. For at least <br />the last ten years this vehicle has sat in storage, first, in the public works ga- <br />rage, and then when that facility was reconstructed, it has been under a tarp <br />beneath the Roseville Water Tower for the last two years. <br />This vehicle has not been used for any purpose for over a decade. <br />It has not been in parades because, starting at least 10 years ago, its mechani- <br />cal condition makes it a liability concern. In addition, for at least the last sev- <br />eral years, the Roseville Fire Department has chosen not to pay firefighters to <br />drive or ride in parades in other cities, whether in an arltique fire truck or a <br />current fire vehicle. <br />Finally, the Council has not budgeted or appropriated funds to refurbish this <br />vehicle at any time over the last 10 years, including the 1990's when the econ- <br />omy and budget were healthy. The last several years, of course, the Council <br />has been concerned about cutting the budget. <br />II. City Folicy <br />Just as we solicit bids to buy new city vehicles for the lowest possible cost, we <br />auction used city vehicles to the highest bidder. That is how we buy and sell <br />dump trucks for public works, squad cars for the police department, and all <br />other city vehicles. (Occasionally,it is advantageous to trade-in one vehicle for <br />another.) <br />I don't recommend we keep a vehicle in the fleet or keep any piece of city <br />equipment just because someone develops a sentimental attachment to it. If a <br />city employee, retiree, or resident wants a piece of city equipment for them- <br />selves, then after its useful life here at the city they are free to purchase the <br />item at auction. Any approach other than an auction creates gift or fiduciary <br />problems. <br />
